This Second quarterly Report 2012 presents progress and results achieved by the GMS 2nd Regional Communicable Disease Control Project (GMS-CDC2) in Cambodia, and outlines next steps for Quarter 3, 2012.


The reporting period covers from 01 Apr 2012 until 30 Jun 2012 financially.  Technically, the reporting period covers from 16 April 2012 – 31 Jul 2012. The difference in reporting period arises to include guidance and agreements reached with the Asian Development Bank (ADB) Special Administration Mission 23-27 July 2012. The follow-up actions agreed with the ADB Mission are presented in Annex 1.This Report is organized in major sections as outlined in the Table of Contents (above).

The Ministry of Health (MOH) of Cambodia through the Second Health Sector Support Program (HSSP2) is pleased to submit to the Asian Development Bank (ADB) this 3rd Annual Report, 2013, on implementation of the Greater Mekong Subregion (GMS) Second Regional Communicable Diseases Control Project (CDC2) .
The Annual Report 2013 details progress and achievements during 2013 as well as discusses some constraints and challenges encountered. The Report evidences MOH commitment to improve CDC in Cambodia at local and provincial levels and through cooperation in CDC with partners in the GMS.

ADB is a valued development partner of the MOH and we have worked closely to overcome some initial slow progress at project start up and during 2013.
The MOH highly appreciates the commitment of ADB to work through the MOH planning mechanisms of the national health system. This approach and flexibility is unique for a three Country regional project of support.

The Q3 PR, 2013, details progress and achievements since the ADB Mid-term review (MTR) Mission (02-06 May 2013), and discusses constraints and challenges encountered and outlines next steps during Q4 under AOP 2013 to realise the planned results and development objectives of the project.

The MOH appreciates the satisfactory rating of project progress assessed by the ADB MTR mission. Progress on the agreements reached with the MTR mission are specifically referenced in this report.
